The Andhra Pradesh government is taking steps to rationalize the Village and Ward Secretariat system introduced by the previous YSR Congress government, basing its restructuring on population density. As part of this initiative, staff will be allocated proportionally to each district’s population, while “surplus” employees will be transferred to relevant departments.
 
As part of this rationalization, clusters of two to three secretariats will be formed through the AP Seva Portal, facilitating secretariat linkage for better governance. The State government has delegated powers to mandal parishad development officers (MPDOs) and municipal commissioners to oversee this process.
 
The rationalization process involves adjusting the number of employees in secretariats according to the population size within their jurisdiction. As per the new staffing structure, six staff members in secretariats with a population of less than 2,500, seven staff members in secretariats with a population between 2,500 and 3,500 and eight staff members in secretariats with a population above 3,500.
 
Officials note that, on average, a secretariat currently serves over 4,000 people. To enhance efficiency, staff will be classified into three categories, ensuring a balanced distribution of workload. Structural changes and supervision : Following the rationalization, the Panchayat secretary/Ward administrative secretary will now be designated as the Village/Ward Head.
 
Additionally, new offices at the mandal and district levels will be established to supervise the functioning of secretariats, with dedicated staff appointed for oversight. Since January 26, 2020, a total of 545 government services have been made available through village and ward secretariats. Additionally, 252 types of Central government services have been integrated in a phased manner, further strengthening the public service delivery system.
