According to the Lok Sabha, the central government has released over Rs 63,000 crore to Andhra Pradesh over the past five years through various centrally sponsored schemes. Union Minister of State for Finance, Pankaj Chaudhary, explained that the Ministry of Finance allocates funds to different ministries and departments for each scheme and program through the budgetary process. The respective ministry and department then release the central share of the funds to state governments based on the guidelines of the schemes. These releases are contingent upon the submission of utilization certificates as per General Financial Rules (GFRs) for previously released funds. Any unutilized funds are adjusted towards grants-in-aid payable in the next financial year.
Chaudhary also provided the details of funds allocated to Andhra Pradesh under the CSS from 2019-20 to 2023-24, which include Rs 11,003.60 crore in 2019-20, Rs 12,928.69 crore in 2020-21, Rs 9,696.98 crore in 2021-22, Rs 16,114.94 crore in 2022-23, and Rs 13,313.77 crore in 2023-24. Additionally, the matching share of CSS contributed by Andhra Pradesh is recorded in the Public Financial Management System (PFMS) from 2020-21 onwards, with year-wise details as follows: Rs 12,167.68 crore in 2021-22, Rs 6,582.58 crore in 2022-23, and Rs 8,023.13 crore in 2023-24.
Regarding allegations of corruption during the previous YSR Congress government, Chaudhary stated that the central government would investigate any specific information it receives on the matter.
